Disability Advocacy as an Essential Strategy for Ending Homelessness
Individuals with disabilities are the most likely population to experience homelessness. Many of these individuals lack access to Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI) or the Cash Assistance Program for Immigrants (CAPI). Despite the high need for SSI/SSDI benefits, numerous barriers exist for clients attempting to apply for SSI or SSDI on their own. County-administered Housing and Disability Advocacy Programs have been stepping in to fill this gap in needed services. Since 2017, California Counties have incorporated this strategy in their work through funding available through the Housing and Disability Advocacy Program (HDAP).
