CWDA Announces Retirement of Deputy Executive Director Eileen Cubanski After 16 Years of Human Services Leadership
Sacramento, CA – The County Welfare Directors Association (CWDA) of California today announced the retirement of Deputy Executive Director Eileen Cubanski after 16 years with the organization, including recently serving as Interim Executive Director.
“It has been an honor and a privilege representing county human services agencies for the almost 16 years that I’ve been at CWDA,” Cubanski said. “I’m extremely proud of the small part I played in supporting county directors and staff in the hard work they do for California’s most vulnerable children, families, and seniors.”
Cubanski joined CWDA as a Senior Fiscal and Policy Analyst in 2009 and was promoted to Director of Budget and Fiscal Policy in January 2019. She was promoted to Deputy Executive Director in 2021 and served as CWDA’s Interim Executive Director between the fall of 2023 and the fall of 2024. Prior to her tenure at CWDA, Cubanski served in budget leadership roles in the legislature and state government for 15 years, including as the California Senate Budget Committee Consultant for social services programs, an Assistant Secretary for Fiscal Affairs at the California Health and Human Services Agency, and a principal at the California Department of Finance.
“Eileen brought to CWDA unparalleled expertise in the complexities of state finance for county human services programs, which has been invaluable as counties navigated growing caseloads, implementing new programs, and weathering challenging economic times. I’m immensely grateful to have had her guidance and experience to draw from as I shifted into my role with CWDA,” said CWDA Executive Director Carlos Marquez III. “In 2023, Eileen selflessly stepped up during a critical time to lead CWDA through a period of transition. Through it all she kept the organization’s focus exactly where it needed to be, on the vulnerable Californians our counties serve.”
CWDA Board President and Butte County Dept. of Employment and Social Services Director Shelby Boston also praised Cubanski for her service and for her commitment to the organization and the children, families and older adults it helps to serve.
